Oklahoma Governor Signs Horse Slaughter Legislation

OKLAHOMA CITY -- Oklahoma's 50-year-old ban on horse slaughtering was lifted Friday when the governor signed a new law that will allow facilities to process and export horse meat, despite bitter opposition by animal rights activists.

Supporters argue that a horse slaughtering facility in Oklahoma will provide a humane alternative for aging or starving horses, many of which are abandoned in rural parts of the state by owners who can no longer afford to care for them. Gov. Mary Fallin also noted that horses are already being shipped out of the country, including to facilities in Mexico, where they are processed in potentially inhumane conditions.

According to the U.S. Department of Agriculture, more than 166,000 horses were sent to Canada and Mexico last year alone.

"In Oklahoma, as in other states, abuse is tragically common among horses that are reaching the end of their natural lives," the Republican governor said. "Those of us who care about the wellbeing of horses ? and we all should ? cannot be satisfied with a status quo that encourages abuse and neglect, or that rewards the potentially inhumane slaughter of animals in foreign countries."

She noted that law strictly prohibits the selling of horse meat for human consumption in the U.S.

Similar efforts are under way in other states, but not without controversy. In New Mexico, a processing plant has been fighting the U.S. Department of Agriculture for more than a year for approval to convert its former cattle slaughter operation into a horse slaughterhouse. In Nevada, state agriculture officials have discussed ways to muster support for the slaughter of free-roaming horses, stirring protests.

The Oklahoma legislation received bipartisan support and was approved by wide margins in both the state House and Senate. It also was backed by several agriculture organizations including the Oklahoma Farm Bureau, the Oklahoma Cattlemen's Association and American Farmers.

But animal rights groups fought hard against the plan, including the Humane Society of the United States. Cynthia Armstrong, the organization's Oklahoma state director, said she was disappointed.

"It's a very sad day for Oklahoma and the welfare of the horses that will be exposed to a facility like this," Armstrong said. "It's very regrettable."

In addition to animal welfare concerns, opponents have said slaughtering horses for human consumption could pose a threat to human health and safety. American horses are often treated with drugs and medications that are not approved for use in animals intended for food.

Horse slaughter opponents are pushing legislation in Congress to ban domestic slaughter, as well as the export of horses to other countries for slaughter. Many animal humane groups and public officials are outraged at the idea of resuming domestic slaughter. But others ? including some horse rescuers, livestock associations and the American Quarter Horse Association ? support the plans.

They point to a 2011 report from the federal Government Accountability Office that shows horse abuse and abandonment have been increasing since Congress effectively banned horse slaughter by cutting funding for federal inspection programs in 2006. They say the ban on domestic slaughter has led to tens of thousands of horses being shipped to inhumane slaughterhouses in Mexico.

Although there are no horse slaughtering facilities in Oklahoma, the Humane Society said the USDA has received an application for horse slaughter inspection permits from a meat company in Washington, Okla., about 40 miles south of Oklahoma City.

Fallin said her administration will work with the Oklahoma Department of Agriculture to ensure that any horse meat processing plant in the state is run appropriately, follows state and local laws, and does not pose a hazard to the community. The law takes effect Nov. 1.

"It's important to note cities, counties and municipalities still have the ability to express their opposition to processing facilities by blocking their construction and operation at the local level," the governor said.

Eiffel Tower evacuated after bomb threat

PARIS (AP) ? Police say the Eiffel Tower has been evacuated after an anonymous caller phoned in a bomb threat.

A Paris police official says nearly 1,400 people have been evacuated following a request from tower operators after the warning Saturday. Police then searched the monument with sniffer dogs for possible explosives, and set up a broad security perimeter.

French authorities have stepped up counterterrorism measures in recent weeks amid heightened concern about threats to France over its military campaign against al-Qaida-linked fighters in Mali which began more than two months ago.

The tower is occasionally evacuated because of such warnings ? at least once last year and twice in 2011. The 324-meter (1,063-foot) tower is one of the world's top tourist attractions, with millions of visitors a year.

Mixed results on computer-based support for diabetes

NEW YORK (Reuters Health) - Computer and mobile phone programs that provide tailored advice and support to people with diabetes may not do much to improve their health and quality of life, a new report suggests.

The findings are based on a review of 16 past studies, each looking at a different type of interactive intervention. Some of the programs provided access to social networking and peer support groups from home; a few were available to patients only when they visited a clinic.

On average, people who used the programs saw a small improvement in their blood sugar levels compared to those without access. But other results - including effects on weight, cholesterol levels and quality of life - were more mixed.

"At the moment, these things have a lot of potential, but there's really not a lot of evidence to suggest that people should go out straightaway and start using them," said Kingshuk Pal, who led the new review at University College London.

Pal said research shows face-to-face diabetes education programs can help people improve their long-term health. But because that type of treatment can be expensive - and some patients have trouble accessing it at all - researchers, diabetes charities and companies have been looking to make diabetes management more mobile.

The 16 studies included a total of about 3,600 people with diabetes in the United States, UK, South Korea and China. Participants were randomly assigned to use a computer- or mobile phone-based program for between one and twelve months or to receive standard diabetes care or another type of intervention, such as printed materials.

Along with giving them tailored advice, some of the programs helped people set goals and responded to personal input with feedback.

Across the studies, people assigned to use one of those programs had a 0.2-percent improvement in their glycemic control over those in comparison groups.

None of the studies that looked at health-related quality of life measured a benefit attributed to the intervention. Five of six reports found improvements in participants' diet, but just two of five noted a borderline increase in exercise among computer-program users. A combined analysis showed no effect on weight.

Some studies hinted that the interventions increased people's knowledge and confidence - but they did not alleviate depression, Pal and his colleagues wrote in their Cochrane Library report.

The Cochrane Collaboration is an international organization that evaluates medical research.

BETTER HABITS

Charlene Quinn, whose own research was included in the analysis, said the hope is that certain types of technology can encourage better habits among people with diabetes.

"In our studies we learned people needed an individualized approach to manage their diabetes, feedback and communication with a trusted source (health provider, diabetes educator, trained lay person or peer), and for some persons, linking the ongoing feedback and results with their diabetes health provider," Quinn, from the University of Maryland School of Medicine in Baltimore, told Reuters Health in an email.

She said there's a need for more research on the type of computer-based programs that work best for specific people.

"For persons with chronic diseases, like diabetes, hypertension (and) high cholesterol, we need to design and scientifically evaluate technology interventions for the general population - taking into consideration cultural, race, income, literacy and age related differences," she added.

Pal told Reuters Health interventions involving mobile phones, such as text message reminders, seem to have the most potential. But he said the effects of even the more helpful programs may fade over time.

"What we need to do is create better interventions that provide long-term support," Pal said.

Supreme Court could strike down DOMA

A majority of Supreme Court justices expressed concern Wednesday about a federal law that bars same sex marriage, signaling the nation's highest court may be poised to extend a potentially historic victory to the gay rights movement.

Hearing arguments in the second of two major gay marriage cases over two days, the probing questions from both wings of the court suggest the Defense of Marriage Act, which bars the federal government from recognizing same sex marriage in states where it is legal, could be struck down. Such a decision would be breakthrough for supporters of same sex nuptials, who until now have measured progress at a state by state level.

But the fundamental question of whether gay couples can marry in the U.S. will most likely not be settled by the court this time. Striking down DOMA would likely benefit only married same sex couples in the nine states (and the District of Columbia) where their marriages are legal. And a day earlier, justices hinted they might toss a challenge to Prop 8, a California law banning gay marriage, on procedural grounds.

Justices across the spectrum Wednesday seemed troubled by DOMA, which was passed by Congress and signed into law by President Bill Clinton in 1996. Clinton has since announced his opposition to the law.

The court's conservative leaning justices asked pointed questions about whether the law was anti-federalist, since it intrudes into states' traditional right to regulate marriage. The more liberal justices seemed amenable to the argument that DOMA discriminates against gay people and was passed with the clear intention of excluding an unpopular group.

Justices could strike down the law in a narrow way that would force the federal government to recognize same-sex marriages only in states where it's already allowed. There's a chance the court could rule more broadly, making dozens of state gay marriage bans legally vulnerable. Such an expansive ruling from the court is considered much less likely.

The Justice Department would typically defend a federal law being challenged in the Supreme Court, but he Obama administration has declined to do so because it believes it is unconstitutional. Paul Clement, an attorney chosen by House Republicans who support DOMA, defended it instead.

Justice Anthony Kennedy, a conservative-leaning swing vote who has written two landmark opinions affirming gay rights, seemed unconvinced by the argument advanced by Clement that DOMA defines marriage as only between opposite-sex couples to avoid confusion. Clement said that the federal government has an interest in "uniformity," and had passed the law to avoid having to treat same-sex couples differently based on whether they live in states that allow gay marriage or not.

Kennedy pointed out that DOMA excludes married same-sex couples in more than 1,100 federal statutes and laws, which has a substantial impact on the "day to day life" of those couples and their children. He said the law does not provide uniformity because it affects "only one aspect of marriage."

Justice Ruth Bader Ginsburg said excluding married gay couples from sick leave, tax benefits, Social Security survivor benefits, and hundreds of other federal benefits and obligations, relegates same-sex couples to a "skim milk marriage" that is substantially worse than what heterosexual couples are allowed.

Justice Elena Kagan suggested that the law was not passed for uniformity's sake, but to discriminate. She read aloud from the House report on the law when it passed 17 years ago saying it expressed "moral disapproval of homosexuality."

Chief Justice John Roberts objected to the argument that Congress passed DOMA based on a dislike or hatred for gays and lesbians. He asked Attorney General Donald Verrilli, representing the Obama administration, whether he believed the 84 senators who voted for it at the time were all motivated by animus. Verrilli said the lawmakers could have voted for DOMA due to a "lack of careful reflection," but that the law discriminates no matter why it was passed.

Roberts also objected to Attorney Roberta Kaplan's characterization of gay people as a disadvantaged minority group lacking political power.

"As far as I can tell, political figures are falling over themselves to endorse your case," Roberts said.

But Roberts did seem concerned by the federalist argument. He, Kennedy and Justice Samuel Alito posed tough questions about whether the federal government was overreaching with the statute. Kennedy said DOMA did not seem to recognize states's "historical" responsibility for marriage and suggested the central question of the case is whether the federal government has the authority to regulate marriage.

Both attorneys arguing to strike down DOMA refused to make a federalist argument against the law, however -- instead insisting it was a discrimination case.

Before even getting to the merits of the case, the justices spent nearly an hour grappling with whether they should decide it at all because of procedural issues.They appointed Harvard professor Vicki Jackson to make the case that House Republicans do not have the legal right, or standing, to appeal the lower court's decision.

Several justices were also critical of the Obama administration's decision to stop defending the law in court while still enforcing it. Roberts appeared to have serious doubts about the case's procedural issues, repeatedly saying that it is "unprecedented" for the U.S. government to appeal a case even when the parties agreed with a lower court's ruling.

The two gay marriage cases before the court this term have been dogged by procedural concerns, as both were left orphaned by public officials who no longer wanted to defend them.

On Tuesday, Kennedy wondered whether the court should have agreed to hear the Proposition 8 case at all. Other justices suggested they were skeptical that supporters of Proposition 8 had standing to appeal the case once California officials decided to drop it.

It's possible that neither case could end with a decision. In DOMA, that means the lower court's decision would stand and DOMA would be illegal in the Third Circuit. The plaintiff, Edith Windsor, would be repaid the $360,000 she had to pay in estate taxes when her wife died because the government didn't recognize her marriage in New York, where gay marriage is legal. In the Proposition 8 case, gay marriage would most likely become legal in California if the justices throw it out on standing or do not reach a majority.

New DNA test identifies ingredients in foods

Mar. 27, 2013 ? Almost all foodstuffs contain the genetic material of those animal and plant species that were used in their preparation. Scientists at the Institute of Molecular Genetics, Genetic Security Research and Consulting at Johannes Gutenberg University Mainz (JGU) have developed a novel screening procedure that provides for highly sensitive, quantifiable analysis of animal, plant, and microbial substances present in foodstuffs. For this, the researchers have adapted the latest techniques of DNA sequencing, which are otherwise currently employed in human genetics to unravel the genetic information of thousands of patients.

"The innovative aspect in comparison with conventional DNA detection methods such as polymerase chain reaction, or PCR for short, is that by means of bioinformatic analysis of all biological DNA data available worldwide we can identify the presence of material from species that we would not otherwise expect. And, using a simple digital method of counting short snippets of DNA, we will also probably be able to determine the relative incidence of individual species-related material more precisely than was previously the case," explained molecular geneticist Professor Dr. Thomas Hankeln, who developed the method in collaboration with bioinformaticist Professor Bertil Schmidt, Ph.D. and colleagues at the German and Swiss food control authorities.

In pilot studies, the researchers were able to use the new DNA method to detect the presence of a 1% content of horse meat in products and to determine the actual amount with a high level of precision. The Mainz researchers even found slight traces of the DNA of added mustard, lupin, and soy in a test sausage prepared for calibration purposes, something that could also be of interest with regard to allergy testing of foods.

Because of its potential, the method -- dubbed 'All-Food-Seq' by its developers -- has already attracted the attention of food inspection experts. "This method is very interesting in connection with efforts to promote the molecular traceability of food," said Hermann Broll of the German Federal Institute for Risk Assessment in Berlin and Dr. Ren? K?ppel of the Zurich Cantonal Laboratory in Switzerland. The method developed by the Mainz scientists is thus to be validated in comparison with conventional detection techniques in the near future.

American luxury just took another leap forward. The 2014 Cadillac CTS, on display tomorrow at the New York?Auto?Show, raises the bar for design, power, and value in the luxury sedan segment, continuing the CTS' legacy in forging new ground for Cadillac and the U.S.
This isn't the same CTS we've come to know and love, however. In fact, it's hugely different in almost every respect. Larger, more dramatically styled, and far more powerful (excepting the previous generations CTS-V), the 2014 Cadillac CTS moves up a notch to compete with the BMW 5-Series, Audi A6, and Mercedes-Benz E Class more directly.
The design, of course, speaks for itself. But there's a lot going on underneath that pretty skin.

Specifically, the CTS is 4.1 inches longer (now 195.5 inches), including a 1.1-inch longer wheelbase (up to 114.6 inches). It also cuts a lower profile into the wind, with a one-inch lower roof line (now at 57.2 inches). At the same time, the 2014 CTS weighs about 200 pounds less than the 2013 BMW 528i (according to Cadillac) at 3,616 pounds--and it's more than 250 pounds lighter than the outgoing model of the CTS.

'Avengers: Endless Wartime': Marvel's new graphic novel era begins ...

Marvel will start a new shelf of original graphic novels this October with the release of?Avengers: Endless Wartime, a 110-page epic by writer Warren Ellis and artist Mark McKone that will represent a number of milestone firsts.

Endless Wartime?will be the first Marvel title released simultaneously in North America, Italy, Spain, Germany, France, Brazil, Finland and Turkey. The book includes a code for accessing a digital edition?via the Marvel Comics app and online in the Marvel Digital Comics Shop.?The book?s biggest distinction, however, is the somewhat odd fact that Marvel rarely publishes major original graphic novels ? more on that in a moment. But first a quick observation on Ellis: The man who dreamed up Spider Jerusalem and Planetary?is putting together a pretty special year.

The Brit?s second prose detective novel,?Gun Machine, hit the New York Times Bestseller list in January and his comics work will echo in two major studio releases this summer. There?s?Iron Man 3?(which draws core concepts and themes from?Iron Man: Extremis, the landmark 2005 story arc that pruned and primed the character?s mythology for Hollywood) and then?RED 2?(the sequel to 2010?s?RED,?which gets its spy-versus-spy-retiree concept and its title from the old Wildstorm limited series by Ellis and Cully Hamner).

I spoke to Ellis by transatlantic call about?Endless Wartime, which began as a business tactic (Marvel ordered up a book that might catch the curious eye of moviegoers, which is why the graphic novel is described as a ?movie-length epic? by its publisher and features four Avengers from the 2012 hit film: Captain America, Thor, Iron Man and Hawkeye) and the wily Ellis was smart enough to add the one visual effect that Marvel Studios can?t match on the screen ? the sight of Wolverine standing next to Thor or Iron Man. The line-up is rounded out by Captain Marvel? a name that leads me back to the rarity factor represented by the Endless Wartime.

The term ?Marvel Graphic Novel? became a boutique brand after The Death of Captain Marvel, but if you hand a copy of that trailblazing April 1982 release to a contemporary reader they would say it looks more like a collector?s edition issue of magazine than a graphic novel.

If you go by a purist definition of ?graphic novel,? there haven?t been all that many published by Marvel, which instead churns out?trade paperbacks?that conveniently compile recent multi-issue story arcs or recycle the company?s vintage classics with yet another unexpected repackaging theme (which is why the Fantastic Four now rival the Beach Boys for compilation overkill). Avengers: Endless Wartime joins a short but illustrious stack of lengthy original stories presented in a unified form that includes peers like the The Silver Surfer, the 114-page cosmic novel from 1978 that marked the return of Jack Kirby to Marvel Comics.

That?s important to Ellis, who is coming up on his silver anniversary as a published writer and now looks to comics more for offbeat challenges than routine opportunities.

ENTERTAINMENT WEEKLY: I don?t know much more than the title, so forgive the vague question: When you think about this new project, what aspect has you the most excited?
WARREN ELLIS:
They haven?t actually told me what I can tell you so, um, let me feel my way through this. The main reason I took it is this will be the first of Marvel?s graphic novel line. Really, it?s the first time they?ve done original graphic novels of this scale. You remember the old Marvel graphic novel line from the ?80s?

Oh yes. I distinctly remember buying The Death of Captain Marvel the day it came out.
Sure, and there were some fun books but they were short. They were largely 48- or 64-page stories, I want to say. And this one is 110. It?s much more in the mode of what we think of now as a graphic novel. This will be the first one of this new [publishing initiative] and that is what attracted me to do it in the first place.

It would seem to fit your writing style. There?s a sense of scale in your work and, more than that, you?re storytelling doesn?t seem as hurried or breathless as lots of comics.
[Laughs] Probably it depends on the form I?m writing in, because I?ve done a lot of done-in-one stuff as well. But of course, coming out the back of Gun Machine and being in the middle of a new novel right now, I?m very much in the novelistic mode. It?s nice to be able to do something in comics without having to watch the 22-page count. It?s not often I?ve done anything in comics where I wasn?t watching that count and trying to find the break for the end of the issues. I?ve done a few mini-series where I decided I just wasn?t going to pay that much attention to the break. But it?s very nice to do a comic of this size where you don?t really have to keep an eye on where you?re going to find the natural breaks.

On that topic of craft and just overall writing approach: What is a thing you would like to improve on at this stage of your career as far as the writing life? Is it a craft thing, a motivation thing? Maybe something about lifestyle or creating new patterns in your work? What is your artistic challenge?
Getting out of bed before noon. [Laughs] It?s an interesting question because it is the kind of thing that comes to you when you?re living in the second act of your career. I get to, in large part, to pick and choose what I?m going to do. And I look for things. So something like [Avengers XX], there is something of a technical challenge to get something that feels like a graphic novel out of these characters and that genre and trying to get a new sound out of it. That?s only part of what I?m doing right now. I?m testing myself in novels and I?m thinking about doing more comics work that would probably not be like a lot of the stuff I?ve done in previous years. So [the challenge]? Looking for the new things.

A huge difference between your novelist work and your comics work is collaboration; comics are an artist?s medium as surely as film is a director?s medium. That can be tricky. Do you consider yourself a natural collaborator?
It?s always an awkward area to question with the company-owned stuff because it does tend to get very separated out. I can be collaborative, for instance, in situations where I go and study the artist?s work before I start writing. Then I can at least try to write towards their style. At the top of the page I give them my email address and say,? For God?s sake, if something doesn?t work let me know.? So it?s not a classical collaboration. I?m the one starting off with a blank page but I?m not cutoff from the rest of the process; if something isn?t working for an artist they can come back to me. A big part of my job is make them look good because if the artist looks good than I look great.

When it comes to the voices of characters, do you find it a challenge to keep those voices different and distinct? And which is more difficult, finding characters that sound authentically different when they speak or getting in the head of characters who think differently than you yourself?
It?s a case of finding the characters, who they are, where they come from and what they want. That?s how I try to keep the voices straight. If I can keep those things in mind ? and it?s particularly hard with a job like this one because you are juggling seven characters ? but if you keep all of that in mind when they start to speak, you?re normally able to approximate the voices you should have. It?s always difficult with the superhero stuff because you?re working with?characters who have been written by 100 to 200 people over the past 20 years, at least, so they never sound the same or act the same. The best approach is to try to draw the best fitting line through all of the interpretations. And then find a note that sounds right to your ear.

Of the seven characters you have in this band of heroes ? is there one you have a special affinity for? Or one that irks you?
I largely got to choose the cast, but a big impetus to launching this line with these characters was largely commercial. Let?s be blunt. There?s a Thor movie and a Captain America movie coming up. So at the top of the process there was a request from the office that those two characters be front and center or at least have them be fairly integral to the plot. The rest of them I got to pick and choose, which is why the Captain Marvel character is in there, because she?s written by a friend of mine and I quite like her.. .I put Wolverine into the cast because that?s nothing you?ll see in the Avengers film, well not for 10 years at least.

It is the UK?s leading technical communication event, and without a doubt the friendliest professional conference you can find.

As well as three days of workshops and presentations, TCUK is your opportunity to meet and network with other technical communicators from across the UK and many other countries. We have planned social activities including receptions and a Gala Dinner (where we present the ISTC?s annual technical communication awards). In previous years delegates have organised a number of popular conference fringe events, from quiz events and late-night salsa dancing to early morning runs, and there are sure to be similar activities this year.

The call for proposals is open but closes on 5th April, so if you want to have a chance to speak at TCUK make sure you submit your ideas on time. German migrant program offers cautions for US

(AP) ? In gritty backstreets of Berlin, housewives wearing head scarves shop for lamb and grape leaves. Old men pass the time in cafes sipping coffee, chatting in Turkish and reading Turkish newspapers.

More than three million people of Turkish origin live in Germany ? the legacy of West Germany's Cold War-era program to recruit temporary foreign labor during the boom years of the 1950s and 1960s when the country rebuilt after World War II.

What started as a temporary program has changed the fabric of German urban life ? from mosques on street corners to countless shops selling widely popular Doener kebab fast food sandwiches.

Germany's experience with "guest workers" offers lessons for the United States as it debates immigration reform, including whether to provide a path to citizenship for unskilled foreign laborers, or whether there should be additional temporary-only visas for such workers. President Barack Obama has urged Congress to begin debate in April after lawmakers return from a two-week recess.

Decades after Germany's formal guest worker program ended in the early 1970s, the country is still wrestling with ways to integrate Turks ? the second biggest group among the estimated 15 million-strong immigrant community ? into German society.

"When you bring people to work, it's quite hard to tell them to go back one day," said Goecken Demiragli, a social worker whose grandmother came to Berlin from Turkey in 1968. "That was the biggest mistake: to think that if you don't need them, they will go."

Initially, the Germans felt they didn't need an integration path.

They foresaw a temporary program of rotating labor, where workers from Turkey, the Balkans and southern Europe would spend a couple of years on an assembly line and then go home to be replaced by others if industry still needed them.

But factory managers grew tired of retraining new workers every couple of years and convinced authorities to allow contract extensions.

Many immigrants, especially young Turkish men who faced grinding unemployment at home, opted to stay in Germany, bringing their families and building lives here despite discrimination in education, housing and employment.

Although immigrants could stay legally with government-issued residence permits, they could not apply for citizenship for 15 years, although the period has been shortened in recent years. Without fluent German, and state-supported language programs, many were unable to pursue good educations and well-paying jobs.

As a result, the Turkish community remains the least integrated immigrant group in Germany, according to the private Berlin Institute for Population and Development.

Immigration critics blame the Turks for refusing to abandon traditions of rural Turkey, failing to learn German and take advantage of educational opportunities. Critics note that more than 9percent of marriages by ethnic Turks are to other Turks ? in part because of cultural restrictions against marrying outside the Muslim faith.

Over the years, the existence of a parallel society of marginalized people speaking a different language and following different religious and social customs has triggered a backlash in a country which only recently has considered itself a nation that welcomes immigrants.

Thilo Sarrazin, once a top official of Germany's central bank, wrote in a 2010 best-seller that immigrants were dumbing down German society and that Turkish and Arab immigrants were reluctant to integrate. The firestorm that followed forced Sarrazin out of his bank post, but his book sold over 1.5 million copies.

Others fault successive German governments for being slow to recognize the immigration problem and moving only in recent years to put in place programs to combat discrimination, provide German language training and offer a speedier path to full citizenship.

"The West German government should have devised comprehensive integration measures as part of family reunification policies but did not," a 2009 study for the Washington-based Migration Policy Institute. "Consequently, integration problems began to take root in West Germany."

In the meantime, an entire generation grew up feeling estranged, living in urban ghettoes apart from the mainstream and unable to take part in political life. Even well-educated Turks who have assimilated believe that stigma remains alive today.

"There's this categorization ... that you are not the same as the others," said Demiragli, the social worker, who was born in Germany but did not get citizenship until she was 16. "That is a feeling that grows in you if you do not have strong parents who can support you and give you the feeling that you are still special."

Overt discrimination has abated since the 1970s and 1980s when real estate ads in German newspapers contained phrases like "Only for Germans" or "No Foreigners." But Turkish residents say subtle barriers remain.

"Now it's more hidden," said Bekir Yilmaz, head of a Turkish community organization in Berlin. "You look for housing, you make a telephone call, you can speak German well but when you stand in front of the landlord, they say 'oh the apartment is taken.'"

Yilmaz believes the problem has worsened since the 9/11 attacks in the United States and the war on terror smeared the image of Muslims.

"The West had its enemy in communism but communism is gone. Now it's the Muslims," Yilmaz said. "The Turks here are no enemy. They have lived here for years, and their children born here. This has nothing to do with reality."

German attitudes toward immigration and citizenship also proved an obstacle to full and rapid integration. Although attitudes are changing, Germany never perceived itself as an immigrant society like the United States. German society values conformity.

Unlike the United States, Germany does not automatically grant citizenship to anyone born on German soil. Even though the naturalization process has been shortened, it still takes years and requires knowledge of the German language and history.

In 2000, a new law granted German citizenship to German-born children of longtime legal residents. By age 23, those children must decide whether to keep German citizenship or their parents' nationality.

Chancellor Angela Merkel's government has refused calls from Turkish and other immigrant communities to allow dual citizenship. Many immigrants are reluctant to apply for German citizenship because they want to hold on to their original nationality.

"I think we should have a dual citizenship here in Germany," said Ayvaz Harra, a German citizen of Turkish origin who sells bread in a Berlin market. "My family has property in Turkey and I would like to inherit it. Right now it's not possible."

But others believe the core problem was the government's failure to foresee the long-term effects of the temporary labor program.

"The problem here is that there is a picture of how Germans should live and if somebody is living differently, it doesn't fit," Demiragli said. "I think that in 20 to 30 years it will be a totally mixed community, especially here in Berlin. If we get over that 20 years, I think it will be a totally different situation."

You don't often see a video game specifically designed for a 16-button bespoke controller and for a special one-time party, but that's exactly what Keita Takahashi has done with Tenya Wanya Teens. If that name sounds familiar, it's because Takahashi is responsible for the enormously popular game franchise that is Katamari Damacy along with cult favorite Noby Noby Boy. Teens is his first foray as an independent creator under Uvula, a studio he formed with his wife Asuka Sakai, and is a result of a collaboration with event organizers Wild Rumpus and video game website Venus Patrol. As for the party in question, it's one that is being held concurrently with the 2013 Game Developers Conference in San Francisco, which is where we saw the controllers and the game in action.

As you can see above, the controller looks a lot like a modified arcade stick. A hand-made effort by programmer George Buckenham, both boxes were built in about five days for around 200£ ($302.50) each. According to Buckenham, the easiest part was assembling the electronics; it was the plywood housing that took him awhile to master. As for the game, Tenya Wanya Teens is a highly whimsical effort that is described as "a coming-of-age tale about love, hygiene, monsters and finding discarded erotic magazines in the woods." Tasks include peeing in the shower, punching monsters and taking on grizzly bears.

Researchers discover how model organism Tetrahymena plays roulette with seven sexes

Mar. 26, 2013 ? It's been more than fifty years since scientists discovered that the single-celled organism Tetrahymena thermophila has seven sexes. But in all that time, they've never known how each cell's sex, or "mating type," is determined; now they do. The new findings are published 26 March in the open access journal PLOS Biology.

By identifying Tetrahymena's long-unknown mating-type genes, a team of UC Santa Barbara biologists, with research colleagues in the Institute of Hydrobiology of the Chinese Academy of Sciences, and in the J. Craig Venter Institute, also uncovered the unusual process of DNA rearrangements needed for sex determination in this organism. The discovery has potential human health implications ranging from tissue transplantation to cancer, including allorecognition?the ability of an organism to distinguish its own tissues from those of another?which can be a first line of defense against infection and illness.

In the study, the scientists show that in this multi-sexed, single-celled organism, the sex of the progeny is randomly determined by a series of "cut and paste" genomic recombination events that assemble one complete gene pair and delete all others.

"We found a pair of genes that have a specific sequence which is different for each mating type," said Eduardo Orias, a research professor emeritus and part of the UCSB team. "They are very similar genes?clearly related to one another, going back probably to a common ancestor?but they have become different. And each is different in a specific way that determines the mating type of the cell."

Each unicellular Tetrahymena boasts two nuclei: the 'germline nucleus' and the 'somatic nucleus'. Genetic information for progeny cells is stored in the former, analogous to ovaries or testes in humans, while genes are actively transcribed in the latter, the "working copy" nucleus. The sex of the progeny is determined during mating, when fertilization results in new germline and somatic nuclei that are made using contributions from the germline nucleus of each parent.

The authors found that the germline nucleus contains a tandem array of similarly organized but incomplete gene pairs?one for each mating type (although Tetrahymena have seven sexes, the particular cell line used in this study has just six). In the new somatic nucleus, a single complete gene pair is assembled when DNA segments from each end of this array are fused to one of the six incomplete pairs, and the remaining five are deleted. This precise but random rearrangement leaves the new cell with exactly one gene pair?and one mating type.

"The mating type of the 'parents' has no influence whatsoever on the sex of the progeny," Orias said. "It's completely random, as if they had roulette wheel with six numbers and wherever the marble ends up is what they get. By chance they may have same mating type as the parents?but it's only by chance. It's a fascinating system."

"By understanding this process better in Tetrahymena, what we learn ultimately may be of use in medicine," Orias said. "Tetrahymena has about as many genes as the human genome. For thousands of those genes you can recognize the sequence similarity to corresponding genes in the human genome with the same biological function. That's what makes it a valuable organism to investigate important biological questions."
